Tyco has a residential dry system which would make more sense than anti-freeze. It's expensive but you would only need it for the areas exposed to freezing and if the home is truly worth 45mil (WOW!!) I would be willing to bet they can afford it. A home that size and value should be able to absorb the extra cost to keep piping out of areas that may be subject to freezing. Run up to upper floors through inside walls and use HSW sprinklers. Bigger demand larger pipe size sure. I assume you will have a tank and a pump which might be a little larger as a result true. The TC from 13, 13R, 13D and 25 have issued updates so often it makes your head spin. It’s a nightmare I would avoid. I’m not 100% sure if compliance can be achieved at this point.
