Standpipes are not a requirement, they are one of the options.

Haha, playing devils advocate here. I wanted to point out that the code 
language is not clear. 

Thank goodness for that exception though. For every project that I have not put 
standpipes in because of this...I am still compliant regardless of the 
interpretation.
