Is there a 2 rating between garages corridor and units?... if not, I'm leaning towards protecting them as a 13 system for the corridor and garage...

Each garage is assigned to one apartment and has a locking door on it, but as you exit the garage, you enter a hallway that serves all of the units on the first floor. The question: would these garages be considered "accessible by only one unit"? (able to be protected by 13R 6.8.3.3 as part of a dwelling unit) It seems like they are, since they cannot be entered by people from the other units. Any thoughts?
