I think the model was an entry directly from the unit. We all seen this, through a door from the utility room, or down a stair.
The garage like the unit has a 1-hr wall to adjacent units. Square footage is implied to be small, ceiling low. Sprinklers operate fast. It would be odd to use more than 4 heads. From a fire safety point of view I think you will meet the goal. But if I went through a locked door to an area accessible only by one unit, and what defined the area was chain link fence I'd think different. Prescriptive code writing is difficult.
