What he's asking for isn't unheard of, at least around where I am, but it's a 
job/specification requirement at a number of large institutions, and has no 
basis in code that I'm aware of.  I've always found the easiest approach is ask 
where the code says you have to do what he's asking for.  His job is to enforce 
codes, not make up rules as he sees fit.  Unless of course they have a local 
ordinance, in which case you're up a creek.
