Emphasis on the distinction between standpipe systems and sprinkler
systems.   The 14 has been tailored to allow the FDC to serve as a
primary if other systems fault or fail, such as pump, PRV's, etc.  FDC
should connect downstream and be able to supply the entire demand, with
consideration given to buildings that are taller than the responding
FD's capacity to pump.

The foregoing is my opinion only and does not necessarily represent the
opinion or intent of the NFPA 14 Technical Committee on Standpipe and

Be careful on your digs.  It was intentionally added to avoid having to
size the FDC based on system demand in recognition that the FDC will
typically slam the main supply check closed on typically occupancy
hazard facilities  but facilities like storage and high rise, it depends
(sprinklers only since as pointed out standpipes FDC are calc's).  Also
if the main supply fails, the pumper truck can always juice their supply
up further.
