As I went through some classes a couple months ago (OSHA & MSHA). No specific requirement for the ladder at that height (it kicks in at 15-20' or so for "fixed" ladders), the fall protection requirement kick in based on what is around you (leading edge, machinery, open containers, etc.). . Working platforms are also worded so that the requirements are 6' and one "could" argue the platform/ladder angle. MSHA is a different animal all together.
