You need someone to hold a step ladder?  

We told the gc he would need to put up tie off points for us to attach to since 
the joist will not support the required 5,000 lbs. He made an executive 
decision that as long as we are properly using the step ladder, they will be 
satisfied by that.  I guess money out of his pocket is a little different than 
time out of ours.

I called a local GURU....the official answer is as follows:

Tied off - NO
Have a form of fall protection - YES - can be a person holding the ladder
