My big question is were the pipe sizes (other than pipe schedule) included in the sprinkler drawings? If the EOR did hydraulic calculations, determined pipe sizes and they were not adequate based on field conditions, then you may have an argument. Other than that, you may not have much to go on.
Qualifying a water supply should always be included in a bid. Not having enough water regardless of the pipe sizing is a whole other matter.
