No. 

The building code requires, "All valves controlling the water supply ...
" for automatic sprinkler systems, pumps, tanks, etc. be supervised.   A
test valve is not a fire protection water supply control valve.

IF there is a control valve in the normally closed position for Full
Forward Flow Testing,  is it REQUIRED to be monitored?
