Hummm.. I was thinking it would have to be. It is a valve controlling,
indirectly, the water supply. It normally occurs below flow, therefore it
would not sound an alarm if open as opposed to drain/test. (Yeah, I know the
thousands of gallons of water would give it away.)

The building code requires, "All valves controlling the water supply ...
" for automatic sprinkler systems, pumps, tanks, etc. be supervised.   A
test valve is not a fire protection water supply control valve.

IF there is a control valve in the normally closed position for Full Forward
Flow Testing,  is it REQUIRED to be monitored?
