Here is the scenario;

New  warehouse addition to an existing sprinklered automotive parts 
distribution warehouse.
Peak height = 36'-1", Rack height = 28'.
Addition was originally specified for an ESFR system with racks. They came back 
and said they wanted to be able to store small quantities of flammable liquids. 
The insurance reviewer said OK add 1 level of in rack sprinkler where the 
flammable liquid  storage would be. The customer said, we don't know it may 
move around depending on how much we have at any given time, so install 
sprinkler in all the racks. Yesterday I get the final rack layout drawings 
which call for solid steel shelving at the 12' and 28' levels. I responded that 
per NFPA 13, 2007 (the current recognized addition in PA) 16.3.3.2 you can't 
use ESFR with solid shelving.  Now the customer wants to know. If we install 
in-racks at the 27' and 11' levels could we still use ESFR at the roof? (sort 
of defeats the purpose but it's not my money)I have spent the last hour going 
through chapters 16 & 17. I can't find anything that say you could do that. But 
I also haven't found anything that says you can't other than 16
 .3.3.2 & 17.2.3.1.1. At this point I want to hang my hat on that and say no we 
can't. However I may be missing something so I thought I would throw it out for 
discussion.
