Lo and Behold you can use ESFR with solid shelving. Historically that was explicitly forbidden. Then in 2013 the technical committee said well actually it is forbidden for ALL sprinkler types but we’ve allowed it for a long time for spray sprinklers provided the solid shelf criteria in 16.1.6 / 17.1.5 is concurrently applied. So why not allow it for ESFR and CMSA too. It was intended to be applied through but it actually appeared only in 16.2.3.2 (up to 25 ft Class I-IV) and 17.3.3.1.1 (>25 ft Group A plastics). Again the Solid shelf criteria of 16.1.6 and 17.1.5 must be concurrently applied. For the next addition, it was recognized that we did not provide said guidance for all sprinkler types so it was added throughout including CMSA. One difference is that for spray sprinklers, in-racks must be provided below all solid shelves but not those that are open (in a vertical arrangement where they differ) but for CXMSA and ESFR all tiers beneath the upper most solid shelf must have in-racks. This was not stated in the 2013 edition. Note that this has not completed the cycle (Correlating committee must still meet was well as the Technical Session at the convention). None the less, the 2013 ed clearly shows it is on its way for CMSA and ESFR.
