Horizontal split case have a double inlet to the impeller. It is important to keep each side balanced. Water turbulence that is parallel to the shaft creates an imbalance, hence the rules. Turbulence that is perpendicular to the shaft does not create the imbalance in loading the impeller. Vertical in-line pumps only have a single inlet, so water turbulence from these fittings/components does not affect the loading, hence no rules for the VIP.
