Brian,
You would need it on both systems per NFPA I believe.  The same heat that
will activate the heads in the racking will activate the protectowire.  I
have had one job where the engineer specified ceiling only protectowire
which was used for both systems and the AHJ was fine with it.

Working on a 30,000 sq.ft freezer with a pre-action system for the ceiling
and a pre-action system for the racks, was curious to see what is the
preferred way to add the detection. If you use protectowire will it even
trip if you install it on the rack piping since there is nothing to
collect the heat? Do you only wrap the pipe at the ceiling? Etc?
