Greg, I am assuming this is being required due to the an IBC requirement.
Look at Section 404 and particularly 404.6 in the IBC (2009 ed) This section only requires the closely spaced sprinklers and not Window sprinklers. The closely spaced sprinklers is given as an alternative to a 1 hour rated wall. From your description the window sprinklers would not work anyway. If there is a walkway in front of the glass, then the closely spaced sprinklers would be needed on both sides of the glass. Good luck.
