In five minutes I looked at the section in EM 385-1-1 (Dated 05 Jul
11), which covered the use of "Elevating Work Platforms/Scissor Lifts",
and it sure sounds as though they're allowed, with certain provisions
for anchorage, restraint for the workers, and warning for workers at the
floor level.
The sections which appeared applicable to me were 21.J.04, 21.J.05,
and 21.K, which were on pages 21-22 and 21-23.
In short, Rod, make the individual insisting this can't be done
show you specifically what they're using to support that conclusion.
My two favorite words "prove it."
