Build the system on the floor and then have the Corps send an engineer out
to figure out how to raise it in place. Why are people making it so hard for
us to our jobs.

This is a similar issue as Mark at Aero had dealt with back then. We have a
JHA (Job Hazard Analysis) that details the requirements in EM385 where we
use the pipe cradle in the middle of the lift, meet all manufacturer lb
requirements, red tape off the area below etc. The new twist is that they
are claiming that we can't lift the pipe off the cradle and put in in place.
We are asking for documentation as we have been told it is "OSHA" which
refers you to a formula in NIOSH for repetitive lifting requirements. We are
investigating this as we speak. Unreal...

Rod,
     In five minutes I looked at the section in EM 385-1-1 (Dated 05 Jul
11), which covered the use of "Elevating Work Platforms/Scissor Lifts", and
it sure sounds as though they're allowed, with certain provisions for
anchorage, restraint for the workers, and warning for workers at the floor
level.
     The sections which appeared applicable to me were 21.J.04, 21.J.05, and
21.K, which were on pages 21-22 and 21-23.
     In short, Rod, make the individual insisting this can't be done show
you specifically what they're using to support that conclusion.
     My two favorite words "prove it."
