I thank you for all the input, 

I had reviewed the local fire code, which basically says that a IIIB liquid
is no more hazardous than paper or wood, or a class 3 commodity which would
allow 12'-0" high storage and no specific limit on the amount allowed.

NFPA #30 leads me in the same direction, where 9.6.1 would allow an
unlimited amount if the building is sprinklered to NFPA #13 standards.

I have done numerous buildings where motor oils are stored on the floor and
on racks, in metal drums, plastic bottles and IBC, and in all these cases we
have provided a large amount of water to meet the protection schemes
outlined in NFPA #30 for a liquid warehouse. 

So I found it strange that as long as the building is sprinklered to NFPA
#13 standards you would be able to store an unlimited amount of class IIIB
liquids with minimal protection, so I was just trying to get additional
input from others on the forum who may have come across this before, I was
not trying to obtain the answer, just confirmation that the intent of the
code is being met.

Craig,

I must point out that the Fire Code for an existing building, is where you
start, if the fire code has been adopted in the jurisdiction (and usually,
but not always it is).  Not NFPA 30, not the Building Code, the Fire Code.
Then proceed with requirements and be careful, NFPA 30 and the IFC
protection requirements are not one hundred percent identical.

Yes, protected versus unprotected is related to compliance with chapter 16.
So a building with an under-designed system that doesn't comply with chapter
16 design requirements is also considered unprotected as if there was no
sprinkler system.  

It is possible to have this material stored in an unsprinklered building
where the Building and Fire codes are not requiring sprinklers for other
reasons, however there is a limit on material where no sprinklers are
present.

My understanding for unprotected does not mean not sprinkered but not
sprinklered to NFPA #30 chapter 16 as noted in 9.3.4  and 12.3.4

The local Fire Code says to treat class IIIB liquids as if they are class 3
commodities, which would allow no limit on the quantities and 12'-0" on the
storage height.

First thing, when referencing tables or chapters/sections, please provide
the year edition and name of the document you're referencing.  I'm assuming
NFPA 30.

OH 3 is like 0.195 gpm/sf over 2000 sf area.  That's not suitable for any
type of appreciable combustible liquid storage.  So that may be a problem.
Also you need to know the characteristics of the material being stored.
Much in the Class IIIB family tend to be hydrocarbons (non-miscible) and
water only sprinklers have limited effect on pool fires of those types of
materials.   Know the material being stored, ask for SDS.

You also need to know the container types, metal, plastic or other and will
there be storage of empty containers?

You didn't state the total quantity to be stored. 

How will the material be stored, on floor, on racks, stacked?

Yes, with sprinklers per Table 9.6.1 there is no upper limit, but for a
non-sprinklered bldg. you can only have 13,200 gallons per CONTROL AREA and
now you're getting into building code segregated and size limited areas
within the bldg.


Table 12.6.2 is for UNPROTECTED as in non-sprinklered.  For a
non-sprinklered whse you have limits.

You also need to be looking at local building codes for additional
requirements related to the storage and handling of combustible and
flammable liquids.

A client has a building that is protected with an Ordinary Hazard Group 3
system.

 

They want to store class IIIB combustible liquids in 16 gal and 55 gal
drums.

 

Table 9.6.1 gives the MAQ for a IIIB as 13,200 gal with note 1 & 4 and note
4 states that the quantities are not limited if the building is equipped
with an automatic sprinkler system installed in accordance with NFPA #13.
This seems to imply that they could store an unlimited amount of class IIIB
liquids.

 

Table 12.6.2.2 gives the MAQ as 55,000 gal if the building is protected with
a sprinkler system designed for class 4 commodities to 20'.

 

Am I missing something
