This came up in discussion today: We have an inspector who came in a few years 
ago and did everything 100% by the book. Including exercising hose valves. But 
then it turned out that not many companies in the area have been doing that so 
now he's working hose valves that have not been operated in years. This 
sometimes causes the stems to leak because they had need been used in so long. 
Customers are pissed because they went 10 years with no problems, we get the 
contract, and now there is a problem. So (before I took over the department) we 
stopped working the valves. Well previously mentioned inspector knows I like to 
be by the book so he brought this to my attention. However if nobody else in 
the area is working them, I don't want to cause grief to our clients either.
