John,
For me, when it comes to ITM work following the procedures in -25,
there had better be a very good reason "why not" for any of the testing
and/or maintenance requirements in that document. I won't descend into
drama regarding inoperable hose valves, however, it does strike me as
unsettling to know that something of such a critical impact on fire
fighting activities might be of little use, or impaired from it's
intended function.
I'd sleep better at night knowing I had dealt with the client's
complaints, while knowing I had followed the guidelines to the letter.
"Nobody else was doing it" is a very limited impact reason to deviate
from the standard.
I know it's easy for me to opine in that manner, it's not _*my*_
business or _*my*_ clients being impacted, however I think this is the
best way to deal with such conditions.
