I run into situations similar to this. I have a design firm. Often
times, we get a project from a contractor and go over the details of the
project. Sometimes it may be that different sprinklers are required,
sometimes different spacing requirements, sometimes a completely
different standard is required (13 v 13R). I get told well we built 5
other ones like this, so just do it like it was bid. I respectfully
send all of those back. Just because some one else is willing to short
change the requirements does not mean that I should be willing to risk
my liability to knowingly do the same.
So, if NFPA 25 mandates that you exercise the valves, then you exercise
the valves. I'd hate for there to be a problem and a valve stem breaks
or something during a fire event and it was determined that you did not
properly maintain the devices as you reported on your inspection forms.
Again, I realize that you have to satisfy your customers and it is your
business. But, I would not sleep well at night knowing I willingly did
less than the standards required.

This came up in discussion today: We have an inspector who came in a
few years ago and did everything 100% by the book. Including
exercising hose valves. But then it turned out that not many companies
in the area have been doing that so now he’s working hose valves that
have not been operated in years. This sometimes causes the stems to
leak because they had need been used in so long. Customers are pissed
because they went 10 years with no problems, we get the contract, and
now there is a problem. So (before I took over the department) we
stopped working the valves. Well previously mentioned inspector knows
I like to be by the book so he brought this to my attention. However
if nobody else in the area is working them, I don’t want to cause
grief to our clients either.
What say you?
