I think you have to go to the AHJ, to determine whether they want floor or 
intermediate landing locations for hose connections.    If you place them on 
the intermediates,  you might be able to "split the difference" a bit ...

I put a hose valve adjacent to that stair on the first floor - typically at 
request of AHJ.
