I have not gone back and read code. But FF's also use the lowest connection to 
drain the standpipe. Depending on how skookum the department is, they may train 
to use the bottom floor connection as an emergency inlet connection in event 
FDC is not usable. Add a double female ftg and the outlet becomes an inlet.
