I'm thinking it says a hose valve at every required stairwell. Since this stair 
does not have access then it would not be a required stairway. Therefore hose 
valve not required.

 

I have run into this before on a high rise with 3 stairs on the lower 8 levels 
and 2 stairs on upper levels. One of the stairs did not have access on the 
lower 8 floors, therefore no hose valve.
