I can’t see stretching the definition of a carport to include a parking space located directly below an occupied space? It’s a parking garage level.
I don’t think there’s anything fuzzy about what a carport would look like versus a parking deck/parking garage. Based on the Merriam Webster dictionary: Definition of carport: an open-sided automobile shelter by the side of a building A.3.3.7.2 (NFPA 13R 2016) lists automobile parking as OHI as previously stated. Under one wing, the main level will be open for parking with 2 floors of apartments above. 13R addresses garages but not open (on 2 sides) parking areas.
