Is there seating on the first level and the opening is so you can see the equipment on the second floor? Per the IBC, for a fully sprinklered building there is a 1-hour fire separation requirement between F-1 and A. (Table 508.4) If that is the case, someone has a problem that sprinklers cannot fix.
