Yes.  If you are in 9.3, you are doing seismic bracing.  If you are Seismic 
Design Cat A or B, typically you are not going to do seismic and 9.3 with it's 
sub chapters would not apply.

Trying to find something in NFPA-13 that addresses expansion joints, not a 
seismic separation, but come up empty. Any help?
