Would I be right in assuming that the wording "where necessary" implies that it should be avoided unless necessary?

Is a strainer required before a Vertical in-line pump?  All I can find regarding strainers in NFPA 20, 2010 ed. is the following:

/4.14.9.2 The following devices shall be permitted in the suction piping where the following requirements are met:

    (4) Suction strainers shall be permitted to be installed in the
    suction piping where required by other sections of this
    standard./

/6.3.2 Where necessary, the following fittings shall be provided:/

/    (5) Pipeline strainer/
