If this is just a vertical in-line drawing from a potable water source, there 
is no need for a strainer.  It doesn’t matter if it’s an in-line or HSC, what 
matters is the water source.  You shouldn’t have anything in a potable source 
that could clog up a fire pump.  At least we hope not.  J

We are protecting a new school that is running off city water. The town is 
supplied water from a pond via their own pumps. I would assume the water is 
already treated. The thing is, this install has been completed since last year 
and only now are they getting around to commissioning and are looking for a 
strainer they say was required. There was no mention of a strainer on the 
drawings, although there was a line in the spec with reference to one.

Actually I think if the pump has no cleanout provisions, a strainer is required 
on vertical inline pumps.

Is a strainer required before a Vertical in-line pump?  All I can find 
regarding strainers in NFPA 20, 2010 ed. is the following:

4.14.9.2 The following devices shall be permitted in the suction piping where 
the following requirements are met:

    (4) Suction strainers shall be permitted to be installed in the
    suction piping where required by other sections of this
    standard.

6.3.2 Where necessary, the following fittings shall be provided:
    (5) Pipeline strainer
