Does this pump supply any underground pipe, or 100% above-ground pipe?

The contractor has successfully completed a pump startup and test. During a separate follow up visit, the pump technician began having trouble getting the system back up to maintenance pressure after fire pump operation. The discharge piping has an elbow between the pump and the discharge check valve. It was first suggested that this check valve was defective, so it was replaced. The same problem was experienced after this replacement. It has been suggested that the elbow directly after the pump is causing turbulence that is preventing the check valve from closing properly. I can find nothing in NFPA 20 or the handbook to suggest this is a concern. Have any of you seen this? What would your recommendation be?
