Yes, the jockey pump check valve was replaced as well.  Issue was still present.

Yes, and with the suction control and bypass valve closed, everything works 
properly.  We are working now to isolate the bypass check valve and see if it 
is leaking by.  Mike with Key Fire Protection in Augusta, GA called and also 
suggested our jockey pump may be undersized.  It appears our jockey pump has a 
max flow rate of 5.7gpm.  We may not be getting enough water out of our jockey 
pump.  The investigation continues!

With the suction control closed, and everything downstream tight,
whether or not the checks were fully seated would not matter, right?
