It took me years to convince water department  inside was the place for 
backflow units, or DDCVA. One of the features that finally helped convince them 
was a clear demarcation of responsibility for line maintenance. Putting a 
flange x flange shut off valve at the property line, with PIV for handle was 
one of the keys. It took a long time to stop, or mostly stop, putting them in 
below ground vaults. A PI is much cheaper than a vault sized for an 8” dbl 
detector check valve assembly. 

And our winter water table was commonly 48” below grade.
