This issue was addressed during the current revision cycle of NFPA 13.  For
the 2022 edition the proposed new language states:

*9.2.1.2.2* The space shall be considered a concealed space even with
non-fueled fired equipment and access panels. *

*A.9.2.1.2.2 Noncombustible and limited-combustible spaces with
non-fuel-fired equipment and access panels should be considered a concealed
space and should not require sprinkler protection. *


With the following substantiation:

*The Technical Committee agrees that there is confusion if a space that has
non-fuel-fire equipment is considered a concealed space Text was changed to
better clarify that this space is considered a “concealed” space and
therefore falls within the requirements of Section 9.2.1.2. The existing
annex from PI-493 (FR 1351) remains with small wording additions to add
further clarification. *

Please note that this is still pending committee ballot and any NITMAN/CAM
that could alter the final language in the 2022 edition of NFPA 13, but it
is the intent of the committee to not require sprinklers in these spaces.
