It says specifically listed.  That means you must use specifically listed 
sprinklers.  How deep is the space?  Is it flat or sloped?  If it meets the 
criteria for the specially listed, then that is what you use.  Ive been down 
this road many times.

No. NFPA 13, 2019 edition in 9.3.2 is specific that sprinklers are listed
for horizontal combustible concealed spaces. Specifically listed to provide
protection.....
