I'm speculating here, however I can't imagine that there isn't a provision in the locally adopted plumbing code which would not require flushing.

"I've never done it in 20 years," is similar to being the best ice hockey player in Bolivia.  It's nice to know that he's never done it in that long, however that's a questionable rationale for not doing so.

I had a contractor do that on a project of mine and while doing a trip test 
(dry pipe system) we couldn't get the system to pass.  After tearing the system 
apart to try and find out what was the reason we discovered a blockage at the 
base of the riser due to rocks and dirt.

I learned on that one to get the UG contractor to sign off on the flushing of 
the system or sign off that they certify it to be free and clear of any debris 
so if it wasn't, I had recourse.

Flushing underground water lines is a common practice. I would check on the 
local water or health department requirements.

We have a contractor that is refusing to flush the UG pipe prior to tie in because he 
"has never done it in 20 years". I can find something in NFPA 13R that requires 
a flush  but nothing in 13D...... Anyone have any insight on why its not required in 13D?
