My stupid question. 
How did this new ESFR system get approved by the AHJ if it’s so deficient? 

Maybe you should reach out to the AHJ to discuss this issue and maybe he’ll 
allow separate FDC‘s which may not be per code but would still function if 
proper signage was installed.
