It sounds like an apartment building. If the floors above are CPVC systems, 
they wouldn’t require an air vent.

I would argue the use of metal devices in the valve assembly does not 
constitute a metallic pipe system.

It is even more of an issue for this building, as the only air vent valve is 
provided on the garage level of a four story building.
