NICET AND SHOP DRAWINGS
An informal meeting on NICET's stance on the preparation of fire
sprinkler shop drawings was held October 12, 2008 between Michael
Clark of NICET and Steve Muncy, Roland Huggins and Phillip Brown of
AFSA at the AFSA Convention. Mr. Clark explained that NICET is
aligned with the NSPE (which they effectively report to) and SFPE.
Their position is that a PE is required to provide an engineer's
design (understood to be a design concept) and that the Technician can
develop and submit shop drawings based on the engineers concept. The
additional text on specific items where the Technician is working
directly under the supervision of a PE is more detailed in order to
better define what the PE must provide IF they are hired to be
involved in the shop drawings.
There will be a guide developed expanding this in a White paper. AFSA
has been invited to participate in its development. This is where AFSA
plans on getting it into the White paper that errors by the PE is NOT
exempted by the clause- "Contractor to meet all local codes and
amendments."
Although NICET is not attempting to limit the technician, the bottom
line is that each state must determine what is required in the
engineer's design. Some states think it includes lines and circles
while others think it is just identifying the occupancy and water
supply data (the appropriate interpretation). This is where the
confusion comes in to play and the needed focus for the activity by
the chapters.
NFPA 14 2007 EDITION HOSE LENGTH
Is the 100 ft hose length requirement applicable for 2 1/2 in. hoses
also or only 1 1/2 in. hose? The 100 ft hose length requirement
applies to 1 1/2 in. hose connections. Note that there are different
sections between hose stations in Section 4.6 and hose connections in
Section 4.7. The hose station has a hose and a nozzle attached to the
valve in Section 4.6 and used for firefighting by trained fire
brigades or the responding fire department. Section 4.7 is just the
hose connection valve where fire department or brigade arrives and
connects their hoses. The placement and spacing of this valve is
indicated by Section 7.3.2.3 where the hose connections are located
inside a rated exit enclosure. If the travel distances for
sprinklered (150 ft spacing) and nonsprinklered (200 ft) areas are
exceeded, additional hose connections are required. The distances
between hose valves are measured along a path of travel. The annex for
Section A.7.3.2.3 indicates that it is not likely that hose
connections in unprotected open areas will not be used as a staging
area for fire fighters. Thus the hose connections will likely be
located within rated exit enclosures to protect fire fighters.
