COMMENTS DUE MARCH 6TH FOR THE REPORT ON PROPOSALS

The 2009 Fall Revision Cycle Report on Proposals has been issued for a number of standards. A common standard in this report is NFPA 14 Installation of Standpipe and Hose Systems that can be downloaded from www.nfpa.org . Other water-based standards that may considered a niche are NFPA 11 Low-, Medium-, and High-Expansion Foam, NFPA 13E Recommended Practice for Fire Department Operations in Properties Protected by Sprinkler and Standpipe Systems, NFPA 214 Water-Cooling Towers, and NFPA 409 Aircraft Hangers. The Report on Proposals will indicate the actions of the committee on the proposals submitted for the new standards. These proposed changes will impact owners, installers, designers, and AHJs. You can make comments on the proposals and are due March 6, 2009, so there is not a lot of time for action.



5-YR. INTERNAL INSPECTIONS FOR NFPA 13R CPVC PIPE REQUIRED BY NFPA 25?

No. The 2007 Edition of NFPA 13R standard refers to NFPA 25 for the inspection, testing, and maintenance of sprinkler systems in Section 6.10.2.



Guidance in Section 14.2.1 of NFPA 25 indicates that an inspection of piping has to be completed every five years by opening a flushing connection at the end of one main (most likely the cross main) and by removing a sprinkler toward the end of one branch line to look for any type of foreign material. The purpose of the internal inspection is to look for early signs of corrosion or presence of foreign organic and inorganic corrosion that occurs with steel piping. Since NFPA 13, Section 23.1.5.2(1) allows an option of installing pipe that is corrosion resistant as a method of treatment from corrosion, the 5- year internal inspection by NFPA 25 should not apply. If the NFPA 13R application has steel piping, then an internal inspection would be required. It is not the intent of the standard to require access panels, remove the ceiling sheathing, or provide flushing connections on the cross main for NFPA 13R application. Since NFPA 13R does not require flushing connections for cross mains, the internal visual inspection of the points in Section 14.2.3.2 may have to be adjusted according to the accessibility of the components such as branch lines and risers. Additional clarification on this issue will be provided in the updated edition of NFPA 25.
