The second is a group for which they are seeking funding:

Python(x,y) and Spyder fall into this second group. In other words, they
would like to find an organization who will sponsor some development for
these, but none has stepped forward yet. Until there is a sponsor the
projects will have to continue with solely volunteer contributors.
Then I was mislead. Sorry for creating false-hopes.
