You could run the magic in the IPython console, not necessarily in the notebook.
Besides, the compile button would actually require you to specify the compilation script to run the first time you do it. Besides, there would be no means when running another file to know if its dependencies binaries are up to date, or you would need to implement a checksum of some sort.
