Hi,
1. Spyder is not installing a new version as it becomes available, it
just informs users about its availability. So it's still up to the user
to decide when to update or not.
2. The fact that the IPython console can't start if there's no Internet
connection is not Spyder's fault, but a bug in qtconsole itself. So it
should be reported here:
