Why would you do that? The official RH version is apache-1.3.23-14

Fix your Apache first.

If you want it to work, do it the standard way.

Doing it "my way" is for wannabe geeks. You spend a lot of time
fixing broken systems.

As you're not doing it the standard Red Hat Way on Red Hat Linux,
then it's a good bet it's broken in some important respect.

Evidence from others' experience is that, done according to the
instructions, it works. Removing the self-built Apache, removing the
misc Apache configuration files and then installing the official
updated Apache and configuring that as little as neceessary
will get you into a sane condition to expect SL to work.
