After a lot of looking, thinking, and exchanging thoughts with a local perl coder and a remote postgres admin I found and fixed the problem. The permissions on /usr/local/pgsql/* were 700 and need to be 755 (except for the data/ subdirectory). All's well now and the holidays may continue.
