Right now sqlite database files are portable across systems as-is.
You're proposing they should need to be explicitly prepared for
transport?  Remember, the risk is silent data corruption.  This is not
a trivial matter.

Even assuming such a thing were done, what happens when the target
system differs in what it considers unique compared to the source
system?  Suddenly some perfectly reasonable data doesn't work, or gets
lost during transport.
