Alright, after professing my preference for post-Signal over post_funcs in the
previously mentioned cases, I have to admit that for RowDestroySignal I need
post_funcs behavior. For consistency then I'll propose the following changes:

RowCreate, RowUpdate, and RowDestroy signals should all take a post_funcs
argument, post_funcs are run after the appropriate change occurs, and after
post_funcs the appropriate RowCreated, RowUpdated, or RowDestroyed signal is
sent.

This would be an API change for RowUpdate and RowDestroy signals to accept
post_funcs, the previously mentioned change to RowCreated, and addition of
RowDestroyed and RowUpdated signals.
