Hi,

dont do that (create empty scanner.log) otherwise the scanner wouldnt
run ! (unless lms runs under your user)

    
- Stop Lms
- Go to your logfile folder
- get the propertys from server.log (who owns it) remember these 
- Restart LMS 
- Do a rescan for your library
  Scanner.log should be there again
