Just spun up a 15.10 VM LMS works fine on a clean install.
As has already been pointed out:-

Apache does not use port 9000 unless told to
LMS does not need or use apache
See last line for correct dpkg -r syntax

And as Michael has said, don't use old LMS on new systems
