I haven't read through the thread in fullest detail but there are similarities with problems with BBCiPlayer plugin when playing on a Windows server to Touch and Recievers (streams to Receiver stuttered/restarted but Touch played OK) .
With the BBciplayer plugin - the important issues were the spec of the Windows system and whether LMS was invoking "socketwrapper" when sending data to Recivers (e.g. transcoding, resampling). What spec is your Windows server (processor & memeory) and is "socketwrapper" being invoked when you play to Reciever ?
